Scott is the Founder and Managing Partner of The 51 Group. Scott has more than 20 years of experience working on policy and legislative matters at the national, federal, and state levels. Scott’s clients range from publicly-traded companies and international non-profit companies, to national membership organizations, higher education institutions, education technology companies, and startups.

Beyond his federal and multistate government relations practice, Scott is  involved in the national political arena including the National Governors Association (NGA), Democratic Governors Association (DGA), Republican Governors Association (RGA), as well as several state organizations such as the National Conference of State Legislators (NCSL) and Education Commission of the States (ECS). He currently sits on the Republican Legislative Campaign Committee’s (RLCC) Finance Committee.

Prior to founding The 51 Group, LLC in 2023, Scott was a Senior Vice President at a national, bipartisan government relations firm where he led the expansion of its West Coast public affairs team in California. He also launched and co-led the firm’s National Education Practice and served on the National and Multistate Practice teams. Over the last seven years, and on behalf of his clients, Scott has worked directly or indirectly in more than 40 states. 

Scott previously served as the Executive Director of Policy, Advocacy, and Government Relations for ACT, Inc.—best known for its college admissions exam, the ACT Test. There he led ACT’s Washington D.C. office, and oversaw the organization’s policy development, federal government relations, and state government relations teams. Before ACT, Scott was the head lobbyist for the Council of Chief State School Officers (CCSSO), a Washington D.C.-based membership organization that advocates for and provides professional development opportunities to the nation’s state superintendents of education. 

In 2020, after two decades working on the East Coast, Scott relocated to Los Angeles, California with his wife and now two school-aged children. In his spare time, he enjoys watching his kids’ soccer games and playing golf.
