For the past two decades Davis has represented clients on the national, state, and local levels, with a particular focus on Virginia’s policy landscape.  Prior to co-founding The 51 Group, he spent more than a decade at a national, bipartisan government relations firm building a national, multistate practice that focuses on private equity, education, healthcare, and transportation. 

Over his career Davis has represented clients in a variety of industries across the U.S., advocating for their business needs and navigating legislative, regulatory, and administrative issues at the state and local levels. Through his work in the private equity sector, Davis helps investors and portfolio companies understand the implications of state-level policy decisions and market trends for their investment and business decisions. 

Prior to beginning his work in private practice, Davis was a legislative assistant to several Virginia members, including former Virginia Delegate and current Congressman Rob Wittman. He also worked as the Political Director for the Republican Party of Virginia and worked on several campaigns, including Virginia Senate Caucus Chairman Ryan McDougle, former U.S. Representative Jo Ann Davis, State Senator Richard Stuart, and former Lt. Governor Bill Bolling.

Davis has been appointed to multiple roles by three of Virginia’s governors, who have been members of both political parties. First, he served as a member of Governor Bob McDonnell’s Inaugural Campaign before being appointed as the governor’s Policy Advisor to the Virginia Department of Transportation. He also served as a member of the Virginia Foundation for Healthy Youth. During his administration, Governor Terry McAuliffe appointed Davis to the Citizens Advisory Board on Furnishing and Interpreting the Executive Mansion and later to the Board of Visitors of the University of Mary Washington. Most recently, Davis served on the transition team for Governor Glenn Youngkin. He was reappointed by Governor Youngkin to a second term to the Board of Visitors at Mary Washington, where he was named Chairman of the University’s Administration, Advancement, Finance, and Facilities Committee.

Throughout his professional career, Davis has committed himself to public service at work and within the community. Davis has been involved with the First Tee of Greater Richmond, Federation of Virginia Food Banks, Toys for Tots, and is a former member of the board for the Sorensen Institute for public policy. In 2011, Davis was named one of Richmond Style’s “Top 40 under 40” for his work in government affairs and with Richmond-area food banks and other hunger non-profits. 

Davis is the proud father of two sons, Henry and Thomas. He is a graduate of the University of Mary Washington and holds a degree in Historic Preservation and Architectural Conservation.
